Meeting of the Board of Trustees


Wednesday, May 11, 2016


The regular meeting of the Board of Trustees of the Brockway Library was called to order at 9:05 am. Present: Michelle Brown (Library Director) and Board Members Chair, Antonie Downs, Cheryl Gowing, and Henry Harnage. Excused: Jennifer Quinton, Donna Hurtak.


Guests: Susan Ackley, Chair, Miami Shores Fine Arts Commission


Public Comment: None


  1. Guest Presentations: Susan Ackley proposed the Board consider the “Art in Public Places” program in building plans for the new Children’s Wing.   She outlined possible options for paying for an art piece and the typical process for selecting an artist via a professional advisory committee (PAC).   The Board decided to postpone discussion and vote on this topic for a future meeting.

    Ms. Ackley proposed a joint program of Fine Arts & the Library to repeat a series of four lectures on the history of American folk music presented at the Sunrise Broward Public Library by Fine Arts Commission member, Michael Stock.   Motion to approve by Henry Harnage, seconded by Toni Downs; motion passed.

    Ms. Ackley presented the local Morningside artist Stuart Sheldon for consideration for the October 2016 Fine Arts / Library exhibit. Mr. Sheldon has a series, “Best Books Ever Written,” that uses book images as a motif in his paintings.   Motion to approve by Henry Harnage, seconded by Cheryl Gowing; motion passed.

  2. Minutes: Motion by Henry Harnage and seconded by Cheryl Gowing to approve the minutes of March 13, 2016 special tour of the renovated North Miami Public Library; motion passed.

    Minutes of the April 13th regular Board meeting and April 27th special meeting tabled until the June meeting.

  3. Financial Report: Ms. Brown presented the financial report.   It was noted that the water bill was higher than normal due to a water leak that was subsequently fixed. Motion to approve by Cheryl Gowing, seconded by Henry Harnage; motion passed.

  4. Circulation Report was presented.

5. Old Business:


  1. Review of remaining policies tabled until all Board members present.

  2. Digital Services:   Ms. Brown reported that Village IT is working on setting up the Overdrive eBook portal; it should be ready sometime this summer.

    The Board reviewed the proposed options for enhanced digital service subscriptions: Hoopla vs Freegal to provide streaming audio & movies; Mango Languages to provide online language courses; and to provide online homework/tutoring services.     The Board decided to continue to monitor the market for streaming media, as the two services under consideration still have significant drawbacks in their usability.   Motion to approve subscriptions to Mango Languages and by Henry Harnage, seconded by Cheryl Gowing; motion passed.

  3. Library membership discount for non-resident seniors.   Discussion on this topic tabled until the June meeting.

6. New Business:

    1. Library Parking: Parking for library services continues to be a challenge due to clients from neighboring businesses using library designated parking, instead of the appropriate building parking lot.   Ms. Brown will display a sign showing alternate library parking areas at the Circulation desk and on the library website.

    2. State Library Grant: The Florida State Division of Library and Information Services has not yet made the 2016 Public Library Construction Grant forms available, nor set a deadline for application. Motion to approve the expenditure of up to $3000 from the Library Trust to hire a professional grant writer to assist in the Library’s application for the state’s Public Library Construction Grant to support the Children’s Wing Expansion.

    3. Library entrance mat:   Motion to expend up to $400 to purchase a new library welcome mat with the library logo made by Toni Downs, seconded by Cheryl Gowing; motion passed.

    4. Memorial Day:   Village clubs and groups have made donations to the library for the purchase of new books in honor of the Village Memorial Day celebration.   If no Board members will be in town on the 30th, library staff will present the donation from the Library Board.

    5. Community Alliance:   Cheryl Gowing reported on the recent Miami Shores Community Alliance meeting. As Susan Ackley, Chair of the Alliance, noted in her earlier remarks to the Board, the ‘Mayor’s Benefit’ event will be reconstituted and held in the Spring of 2017.  

      7. Other Items:

             a. Children’s Wing Expansion Presentation:  Cheryl Gowing will present the results of the new architectural study for the Children’s Wing expansion to Village Council on June 7, 2016, along with a request for additional funds to complete the project.
