The applicant is requesting site plan approval for a new parking lot.  The parking lot is 115 feet in length and 75 feet in width.


The parking lot will accommodate 21 vehicles including 1 handicap parking space.


The plot is zoned XX for Parking.


The site plan includes a solid 5 foot masonry wall along its westerly boundary to screen the parking lot from the residential area to the west.  The applicant has included a landscape strip with vegetative screening on all 4 sides of the plot.  The landscape strip is 10 feet wide at the westerly boundary and 5 foot along the other plot lines.


The parking lot is accessible from NE 99th Street and from the alley to the south.  The alley provides an alternative access and an opportunity to reduce traffic on NE 99th Street.

There is a vacant lot to the west, a parking lot to the north, an alley and business district to the east and an alley and residence to the south.




The proposal is consistent with the technical provisions of the Zoning Code




Planning and Zoning staff recommends APPROVAL of the site plan for a parking lot, with a finding that it is consistent with the technical provisions of the Code.  However, the Planning Board must make a finding that the proposed improvements are harmonious with the community, as required in Section 523 of the Code and, in that regard, may add further conditions or delete or modify staff recommended conditions, deny the application, or continue the item for future consideration.  Should the board find that the applicant merits approval, staff recommends that the following conditions apply:


1)      Approval is granted for a parking lot to serve buildings on NE 2nd Avenue having folio numbers: 11-3206-013-2230; 11-3206-013-2240; 11-3206-013-2241.

2)      Applicant to obtain all required building permits before beginning work.

3)      Applicant to meet all applicable code provisions at the time of permitting.

4)      This zoning permit will lapse and become invalid unless the work for which it was approved is started within one (1) year of the signing of the development order by the board chair, or if the work authorized by it is suspended or abandoned for a period of at least one (1) year.
