Village Council Meeting Minutes - November 6, 2012

MIAMI SHORES VILLAGE

REGULAR COUNCIL MEETING

 

 

 

The Miami Shores Village Council held their regularly scheduled Council Meeting on Tuesday, November 6, 2012 in the Council Chambers of Village Hall. The meeting was called to order at 7:00 PM with the following individuals present:

ALSO PRESENT:            Tom Benton, Village Manager

                                           Barbara Estep, Village Clerk

                                           Richard Sarafan, Village Attorney

 

 

CONSIDERATIONS

 

1)           VILLAGE CLERK                                                                                  Barbara A. Estep

 

             A)   APPROVAL OF THE OCTOBER 16, 2012 COUNCIL MEETING MINUTES.

 

Councilman Loffredo moved to approve the October 16, 2012 Council Meeting Minutes as submitted. Vice Mayor Davis seconded the motion and the vote was unanimous in favor of the motion.

 

              B)   AN ORDINANCE OF MIAMI SHORES VILLAGE, FLORIDA, AMENDING THE

MIAMI SHORES VILLAGE 2025 COMPREHENSIVE PLAN BY UPDATING THE CAPITAL IMPROVEMENTS ELEMENT WITH THE ADOPTED 5 YEAR CAPTIAL PROJECTS PROGRAM FOR FY 2013-2017; AND ADOPTING THE PUBLIC SCHOOLS FIVE YEAR WORK PLAN; PROVIDING FOR TRANSMITTAL TO THE DEPARTMENT OF ECONOMIC OPPORTUNITY. (Public Hearing)  

 

Ms. Estep read the caption of the ordinance into the record. The Village’s Planning Director, David Dacquisto, provided a brief overview of the proposed amendments and explained the reasoning behind them. Mayor McCoy opened the floor for the Public Hearing but as no one was present to speak, Mayor McCoy closed the Public Hearing. Vice Mayor Davis moved to approve the ordinance. Councilman Loffredo seconded the motion and the vote was unanimous in favor of the motion.

 

C)   AN ORDINANCE OF THE MIAMI SHORES VILLAGE COUNCIL, MIAMI SHORES VILLAGE, FLORIDA, AMENDING THE VILLAGE CODE OF ORDINANCES, CHAPTER

20, “STREETS, SIDEWALKS AND OTHER PUBLIC PLACES” BY CREATING SECTIONS 20-18 AND 20-19, SETTING FORTH CERTAIN PROHIBITED CONDUCT ON VILLAGE ROADS, STREETS, PUBLIC RIGHT-OF-WAYS, AND ALLEYS, PROVIDING FOR SEVERABILITY,PROVIDING FOR CONFLICTS, AND PROVIDING FOR AN EFFECTIVE DATE. (First Reading)

 

Ms. Estep read the caption of the ordinance into the record and advised the Council that the comments made during the last Council Meeting had been incorporated into the document and is once again presented for first reading. Vice Mayor Davis moved to adopt the proposed ordinance on first reading. Councilman Loffredo seconded the motion and the vote was unanimous in favor of the motion.

 

2)           VILLAGE MANAGER                                                                           Tom Benton 

 

             A) RATIFICATION OF FPE CONTRACT RE-OPENER.

 

Mr. Benton explained the contract re-opener for the Federation Union employees which encompass the Public Works Department employees. Councilman Loffredo spoke of the fact that it has been many years since the employees had received any increases. Councilman Loffredo moved to ratify the FPE Union contract re-opener. Vice Mayor Davis seconded the motion and the vote was unanimous in favor of the motion.

 

B) A RESOLUTION OF THE MIAMI SHORES VILLAGE COUNCIL ADOPTING BUDGET AMENDMENT #1 TO THE FISCAL YEAR 2012-2013 OPERATING BUDGET TRANSFERRING A TOTAL OF $89,823 FROM CONTINGENCY FUNDS TO THE APPROPRIATE PAYROLL RELATED ACCOUNTS, AND PROVIDING FOR AN EFFECTIVE DATE.

 

Ms. Estep read the caption of the resolution into the record. Mr. Benton indicated that the resolution is the mechanism to transfer monies to fund the payroll increases for the FPE and general employees’ cost of living adjustment. Councilman Loffredo moved to approve the resolution as presented. Vice Mayor Davis seconded the motion and the vote was unanimous in favor of the motion.

5)           COUNCIL COMMENTS

 

Steve Loffredo                  Councilman Loffredo spoke of the traffic problems on N.E. 103rd Street due to the Elementary School.

 

Hunt Davis                        Vice Mayor Davis spoke of the Charter Schools Evening in the Courtyard event.

 

Jim McCoy                       Mayor McCoy talked about the Mayor’s Gala which is scheduled for November 10th.

 

 

6)           ADJOURNMENT
