  1.       ROLL CALL:

    Present: Sid Reese, Steve Zelkowitz, Robert Abramitis, Richard Fernandez.

    Absent: John Busta

     

    Staff Present:

    David Dacquisto; Planning and Zoning Director

    Richard Sarafan; Village Attorney, was excused from attendance by staff and the chair.

    Board voted unanimously to suspend the rules.

     

       

    1.      Barry University, University Campus Master Plan.
    2.  

       

      Staff informed the board that Barry University was still working on the University Campus Master Plan and was not ready to make a presentation tonight. Staff asked the board to schedule a new date for a workshop with Barry University. The next workshop to discuss the University Campus Master Plan was scheduled for November 20, 2014. The Campus Master Plan may have a hearing before the Planning and Zoning Board on January 22, 2014, if ready.

       

       

    3.      Rezoning of Annexed Area.

      Staff gave a summary of the issues regarding rezoning of the annexed area.

       

      The board discussed alternative zoning scenarios, adopting the county regulations for the area, zoning the area one-family dwellings, one and two-family as present, commercial, light manufacturing, warehousing, industrial, a hybrid one and two-family areas as currently designated with a mix of Miami-Dade and Miami Shores rules.

       

      The board directed the staff to prepare a new one-family dwelling district for the RU-1 Miami-Dade zoning land and a new two-family dwelling district for the RU-2 Miami-Dade zoning land.

       

      The zoning draft amendment for board review would retain some elements of the Miami-Dade zoning beyond the density provision to reduce the number of non-conformities created. Miami-Dade provisions such as residential and driveway setbacks that reflect existing development may be considered  by the planning director for retention in the new Miami-Dade zoning districts.

       

       

  5. NEXT WORKSHOP:

     

    The board agreed to meet in a workshop, November 20, 2014. Barry University is to provide a more detailed Campus Master Plan at that time. The board will also discuss the new zoning districts for the annexed area prepared by the planning director.
