Motion: Approve minutes. Action: Accept, Moved by Paul Madsen, Seconded by Robert Abramitis.

Minutes approved unanimously.

  1. 1.PZ-9-12-201232: 900 NE 100th Street, (Owner) Raymond & Damaris Mateo, (Applicant) Same, (Agent) Victor Bruce; Pursuant to Articles IV, V and IV of Appendix A Zoning, Special site plan review and approval. Addition, new second story and remodeling.

 

Mr. Dacquisto provided background information, summarized the information on the staff report and read the staff recommendation and conditions of approval into the record. Mr. Abramitis asked staff about potential problems with second story and staff answered that this was a large expansion but it’s also a large property. Chairman had questions regarding plot plan and encroachment concerns. Staff answered how measurements are taken and no encroachment problems for property. Board members asked Mr. Bruce, Agent for Mr. Mateo questions about layout.

 

  • Public Comment from: John Doll, property owner for address 909 NE 99th Street and lives directly behind of Mr. & Mrs. Mateo’s property. Mr. Doll’s concern is that expansion is huge and does not conform to the neighborhood. Views would also be obstructed. Mr. Doll mentioned that if board agrees to this addition it will set precedence and more requests will continue to come up all over Miami Shores.

 

  • Public Comment from: Jeff Kamp, property owner for address 296 NE 99th Street. Mr. Kamp agrees with Mr. Doll and would not like to see a Mansion type homes being built in Miami Shores.

 

  • Public Comment from: Gavin Macphail, property owner of 226 NW 93rd Street. Mr. Macphail mentioned he did not live by this property but did like layout of plans and that a project made and built within code to improve residence is a wonderful thing.

 

  • Public Comment from: Alex Redondo, property owner of 1020 NE 99th Street. Mr. Redondo has not really looked at proposed plans but believes that zoning code allows for an addition than owner should be allowed to build on his property.

 

  • Public Comment from: Carmen Doll, property owner 909 NE 99 Street. Mrs. Doll lives directly behind of Mr. & Mrs. Mateo’s property. Mrs. Doll does not think this property would look nice esthetically and gave examples of cities that have changed their look do to big properties.

 

Chairman had some questions regarding landscape to soften look of property and Agent, Victor Bruce mentioned that a landscaping plan would be worked on. Chairman reviewed plans with staff and mentioned that this plan is within the allowable legal buildable envelope. Mr. Dacquistio concurred with Chairman.

 

Mrs. Damaris Mateo property owner addressed board after public comment and mentioned that this property is her third property owned in Miami Shores and has lived in this city for 10 years. Mrs. Mateo addressed her neighbors concerns and mentioned since the beginning of the project her major input to architect, was not to have a Mansion type home but to keep Miami Shores feel and not have property look like a large structure.

 

Board Discussion about a landscape plan.

 

Motion to Approve subject to staff recommendations with the added condition that the applicant supply a landscape plan agreeable to the Planning Director.

Action: Accept; Moved by Robert Abramitis, Seconded by Paul Madsen.

Motion passed unanimously.

Item was tabled from September planning and zoning meeting. Mr. Dacquisto provided background information, summarized the information from previous meeting and mentioned all of the boards concerns were addressed.

 

 

Motion to Approve subject to staff recommendations.

Action: Accept; Moved by Robert Abramitis, Seconded by Paul Madsen.

Motion passed unanimously.

 

Paul Madsen has stepped down from Planning and Zoning Board.

Victor Bruce is presented as new member of Planning and Zoning Board.

 

  1. 3.PZ-9-12-201233: 226 NW 93rd Street, (Owner) Gavin Macphail, (Applicant) Same, (Agent) None; Pursuant to Articles IV, V and VI of Appendix A Zoning, Special site plan review and approval. Garage conversion.

 

Mr. Dacquisto provided background information, summarized the information on the staff report and read the staff recommendation and conditions of approval into the record. Mr. Chairman clarified that this application is brought to bring into conformance a structure that was not in conformance and not permitted. Staff concurred that garage was converted without proper permitting. Discussion by staff and attorney regarding requirements.

 

Motion to Approve subject to staff recommendations.

  1. 4.PZ-9-12-201234: 169 NW 104th Street, (Owner) John Garcia, (Applicant) Same, (Agent) Sergio Perez; Pursuant to Articles IV, V and VI of Appendix A Zoning, Special site plan review and approval. Garage conversion.

 

Mr. Dacquisto provided background information, summarized the information on the staff report and read the staff recommendation and conditions of approval into the record. No questions from Board or staff.

  1. 5.PZ-9-12-201235: 296 NE 99th Street, (Owner) Barbara and Jeff Kamp, (Applicant) Placedo Lopez, (Agent) None; Pursuant to Articles IV, V and VI of Appendix A Zoning, Special site plan review and approval. Fence in front yard.

 

Mr. Dacquisto provided background information, summarized the information on the staff report and read the staff recommendation and conditions of approval into the record. Owner Jeff Kamp had questions for staff regarding type of fence that would be allowed in the back of house along alley since what he wanted was a chain link fence. Staff mentioned a chain link fence would be ok. Chairman asked about color of ornamental metal fence and it will be bronze. Board members discuss code and fence types.

 

Motion to Approve subject to staff recommendations with additional condition that the color of the ornamental metal fence be bronze.

Action: Accept; Moved by Robert Abramitis, Seconded by Victor Bruce

Motion passed unanimously.

Director mentioned a few items that will have to be discussed at workshop.
