MIAMI SHORES VILLAGE

HISTORIC PRESERVATION BOARD MEETING

 

 

The Historic Preservation Board met on Monday, January 13, 2003 in the Council Chambers of Village Hall.  The meeting was called to order at 7:35 PM with the following members present:

 

PRESENT:                      Martha Anne Collins

                                    Bob Davis

                                    Fred Newman

                                    Maria Temkin

                                    William Tenney

                                    Steve Zelkowitz

 

ALSO PRESENT: Barbara A. Estep, Village Clerk

 

The Village Clerk administered an oath to those in attendance who expected to testify and asked Board Members if there were any disclosures to be made. 

 

ACTION ITEMS

 

  1. Selection of Historic Preservation Board Chair

 

Mr. Newman nominated William Tenney for Chair.  Ms. Collins nominated Maria Temkin for Chair and Mr. Davis nominated Steve Zelkowitz for Chair.  Ms. Temkin and Mr. Zelkowitz offered their thanks for the nominations but declined to accept the nomination.  A vote was taken, the results of which were unanimous in favor of Mr. Tenney’s appointment as the Chair of the Board.

 

  1. Minutes – November 12, 2002

 

Mr. Zelkowitz moved approval of the November 12, 2002 Minutes.  Mr. Newman seconded the motion and the vote was unanimous in favor.

 

3.   Request for Certificate of Appropriateness

Address:         421 Grand Concourse – Grand Concourse Apartments

Applicant:        James deMolyneux

Request:         Installation of Fabric Awnings

 

Mr. deMolyneux provided the Board with information relating to his request to install fabric awnings on a number of the windows of the subject property.   Mr. Newman moved approval of the request.  Ms. Collins seconded the motion.  Board Members asked for clarification on the specifics of the awnings to be installed, including the design type, color, and the proposed awning locations.  A lengthy discussion ensued regarding the number and location of windows to have awnings installed, with the Board Members expressing their individual views on the issue.  Following this discussion, the information contained on Mr. deMolyneux’s request for a certificate of appropriateness was specified as follows:

 

            Sunbrella #9606 Dubonet Tweed fabric awnings on nine windows (two windows to the far left hand margin of the attached photocopy, three windows to the far right hand margin of the attached photocopy, and the four 3rd story center windows).  The awning design will be that they have sides and are scalloped.

 

Mr. Tenney called for the vote which was unanimous in favor of issuing a certificate of appropriateness.

 

 

  1. Request for Nomination for Landmark Designation

Address:         540 N.E. 96th Street

Applicant:        Daniel & Elizabeth Weingrad

 

Ms. Weingrad was present and spoke on her own behalf.  She expressed her uncertainty of the codes governing historically designated properties.  Individual Board Members spoke about the importance of the designation and suggested that Ms. Weingrad obtain a copy of the Code section relating to Historic Preservation.  The Clerk indicated that should the Board move to recommend the designation to the Council, it would be conditional upon receiving an executed Covenant back from the homeowners.  Due to the circumstances surrounding the item, Mr. Zelkowitz moved to continue the item to the next meeting.  Ms. Temkin seconded the motion and the vote was 4 to 1 with Mr. Tenney dissenting. 

 

 

Following the meetings proceedings, Board Members discussed a number of items, including the newly amended Code provisions (specifically Section 11.9), the Dade Heritage Trust Walking Tour, and disclosure issues.
