Background

 

Barry University has requested approval of a Master Sign Agreement.

 

There are 3 sign types proposed, monument signs, building signs and pylon signs.

 

The monument signs are to be located at the periphery of the campus along the fence line.  The monument sign would have columns 8 feet in height with the sign faces at 5 feet in height and 1 foot of ornamental metal decoration across the top of the sign.  The monument signs would be 22 feet in overall width including the columns.

 

The building signs would be used to identify the individual buildings on campus.  The building signs would have columns 6 feet in height with the sign face at 3.5 feet in height.  The building signs would be 8 feet in overall width including the column.

 

Pylon signs would be located along the fence line.  The pylons would be 9.5 feet in height and 3 feet in width.

 

The proposed signage would have a neutral color background and have be red and black lettering and logo in keeping with Barry University Colors.  Individual letters would be aluminum.  The lettering is New Times Roman (as is this report).

 

Proposed sign locations are indicated on the plans submitted.

 

Analysis

 

Barry University has applied for a master sign agreement.  If the master sign agreement is approved, staff will be allowed to administratively approve signage that is consistent with the master sign agreement without the applicant returning to the Planning Board for new approvals.

 

Wording on signs and location may vary from the examples given provided the proposed signs are consistent for the most part with the approved signage.

 

Recommendation

 

Planning and Zoning staff recommends APPROVAL of the site plan with a finding that it is consistent with the technical provisions of the Code.  However, the Planning Board must make a finding that the proposed improvements are harmonious with the community, as required in Section 523 of the Code and, in that regard, may add further conditions or delete or modify staff recommended conditions, deny the application, or continue the item for future consideration.  Should the board find that the applicant merits approval, staff recommends that the following conditions apply:

 

1)      Applicant to meet all applicable code provisions at the time of permitting.

2)      Applicant to obtain all required building permits before beginning work.

3)      The Planning Director may administratively approve lettering on signs provided the proposed signs are consistent for the most part with the approved signage.

4)      The Planning Director may administratively approve sign locations provided the locations are consistent for the most part with the approved signage.

5)      This zoning permit will continue with the property until such time as a campus master plan is approved or new master sign agreement is approved.

6)      Individual signs that are not consistent with the master sign agreement shall require individual review and approval by the Planning Board.
