Background

 

The residence is historically designated.

 

The applicant is proposing to add to the rear of the first story and the second story.

 

The applicant is proposing to extend to the north and the rear of the residence adding 72 square feet to the kitchen.  The applicant is adding a 200 square foot covered terrace at the north east corner of the residence.

 

The covered terrace on the first floor will create an open terrace on the second floor. The applicant is proposing to add a 72 square feet master bath to the second story located above the kitchen addition.

 

Analysis

 

The Historic Preservation Board reviewed the building plans and approved the additions as shown on the submitted site plan.

 

The addition is consistent with the design of the existing residence and the kitchen/master bath addition will have a  clay barrel tile roof matching the existing roof.

 

The proposal is consistent with the technical provisions of the Zoning Code.

 

Recommendation

 

Planning and Zoning staff recommends APPROVAL of the site plan for a 72 square foot addition to the north west corner of the residence, including a kitchen addition on the first floor and a master bathroom on the second floor, and, a 200 square foot addition to the north east corner of the residence, including a 200 square foot covered terrace on the first floor and an open terrace on the second floor, with a finding that it is consistent with the technical provisions of the Code.  However, the Planning Board must make a finding that the proposed improvements are harmonious with the community, as required in Articles V and VI of Appendix A Zoning of the Code of Ordinances, and, in that regard, may add further conditions or delete or modify staff recommended conditions, deny the application, or continue the item for future consideration.  Should the board find that the applicant merits approval, staff recommends that the following conditions apply:

 

1.      Approval is granted for a 72 square foot addition to the north west corner of the residence and a 200 square foot addition to the north east corner of the residence.

2.      Applicant to secure necessary DERM or Department of Health approval for the septic system prior to the issuance of a village building permit, as required.

3.      Applicant to obtain all required building permits before beginning work.

4.      Applicant to meet all applicable code provisions at the time of permitting.

5.      This zoning permit will lapse and become invalid unless the work for which it was approved is started within one (1) year of the signing of the development order by the board chair, or if the work authorized by it is suspended or abandoned for a period of at least one (1) year.
