Background

 

The subject property was before this board previously. The applicant has engaged a new architect and they are presenting new plans.

 

The applicant is proposing to add additions to the east and west sides of the existing residence and to add to the second story.

 

The existing master bedroom and garage to the west will be remodeled and expanded to create a kitchen, media center and family room.

 

A new attached 2 stall garage accessible from the front street will be added to the east side of the residence.

 

A second story addition will include a master bedroom suite.

 

Bath #3 on the main floor is accessible from the rear yard and will serve the pool.

 

The 4 bedroom 3 bath residence will be renovated and expanded to create 5 dayrooms and 4 bathrooms.

 

Analysis

 

The residence has been described as old West Palm Beach. The design has little ornamentation and is compatible with existing architecture in the area.

 

The property is in an AE8 flood district (8 Ft NGVD).  The residence must be constructed above (8 Ft NGVD) and this will be verified by the building official.

 

The air conditioning and pool equipment cannot be located within 10 feet of side lot line.

 

The proposal is consistent with the technical provisions of the Zoning Code except as noted.a

 

Recommendation

 

In acting on a site plan, the Planning Board must make a finding that the proposed improvements are harmonious with the community, as required in Articles V and VI of Appendix A Zoning of the Code of Ordinances, and, in that regard, may add further conditions or delete or modify staff recommended conditions, deny the application, or continue the item for future consideration.

 

Planning and Zoning staff recommends APPROVAL of the site plan to remodel and expand a 2,520 square foot residence to a 4,834 square foot residence with 5 bedrooms and 3.5 bathrooms with a finding that it is consistent with the technical provisions of the Code.

 

Should the board find that the applicant merits approval, staff recommends that the following conditions apply:

 

1)      Approval is granted to remodel and expand a 2,520 square foot residence to a 4,834 square foot residence with 5 bedrooms and 3.5 bathrooms.

2)      Applicant to obtain all required building permits before beginning work.

3)      Applicant to meet all applicable code provisions at the time of permitting.

4)      Applicant to obtain Department of Health or PERA approval as required.

5)      This zoning permit will lapse and become invalid unless the work for which it was approved is started within one (1) year of the signing of the development order by the board chair, or if the work authorized by it is suspended or abandoned for a period of at least one (1) year.
