REGULAR COUNCIL MEETING
The Miami Shores Village
Council held their regularly scheduled meeting on Tuesday, May 4, 2004 at the Village Hall. The Meeting was called to order at 7:30 PM with the following members present:

A) APPROVAL OF THE APRIL 20, 2004 COUNCIL MEETING MINUTES.
Mr. Davis moved approval
of the April 20, 2004 Council Meeting Minutes. Mr. Quinton seconded the motion and the
vote was unanimous in favor.
2) VILLAGE MANAGER Tom Benton
A) DISCUSSION
AND POSSIBLE ACTION REGARDING A REQUEST FROM THE
PRESBYTERIAN CHURCH TO TEMPORARILY CLOSE PARK DRIVE, FROM
N.E.
96TH
STREET
TO N.E. 6TH
AVENUE
DURING THE BISCAYNE
BOULEVARD ROADWAY IMPROVEMENT PROJECT
CONSTRUCTION.
Mr. Benton provided
background information regarding the Church’s request to have Park Drive temporarily blocked during the traffic detours
associated with the Biscayne Boulevard construction project. Mr. Benton stressed that
the road closure would be a temporary measure only and that final approval
would need to come from Miami-Dade County. Resident Alice Burch, spoke on behalf of the Church, speaking of the Church School’s expansion and their concern for the safety of the children
crossing Park
Drive. Mr. Davis moved to allow the temporary
closure of Park
Drive at
N.E. 96th
Street. Mrs. Holly seconded the motion. Council Members discussed whether
anything should be done to ensure that northbound traffic on Park Drive does not become a problem as well. Mr. Benton stated his belief that
blocking the northern end (at 96th Street intersection) would alert people
that thru traffic was not permitted. In addition, he stated that
appropriate signage would be installed.
Mr. Benton suggested that the Church should look into placing a
chain across the Church parking lot to dissuade drivers from proceeding
north on Park Drive and cutting through the Church parking lot back onto
N.E. 96th Street eastbound.
Following this discussion Mayor McCoy called for a vote which was
unanimous in favor of the motion.
B) DISCUSSION
AND POSSIBLE ACTION REGARDING RENEWING THE
MAINTENANCE
CONTRACT WITH THE DEPARTMENT OF TRANSPORTATION FOR THE VILLAGE TO MAINTAIN
THE STATE ROADWAY’S RIGHT-OF-WAYS.
Mr. Benton offered information
regarding renewing the maintenance contract with the Florida Department of
Transportation for maintenance of the right-of-ways. Mr. Davis moved to authorize Mr. Benton
to renew the agreement as proposed.
Mrs. Holly seconded the motion and the vote was unanimous in favor
of the motion.
3) ANNOUNCEMENTS
The Clerk read the
announcements.
4) PUBLIC COMMENT
Mr. Bob Hultz Mr. Hultz,
Interim Pastor of the Presbyterian Church, thanked the Council for their
support in the Church’s request to close Park Drive. Mr. Holtz
also spoke of former Mayor and church member, Mike Franco, passing away.
5) COUNCIL COMMENTS

Al Davis Mr. Davis spoke of former Mayor Franco’s passing.
Ed Quinton No comment offered.
Herta Holly Mrs.
Holly spoke of Mr. Franco’s contributions to the community. Mrs. Holly also congratulated the House
of the Month award winners.
