MIAMI SHORES VILLAGE

REGULAR COUNCIL MEETING

& COUNCIL WORKSHOP

 

 

The Miami Shores Village Council held their regularly scheduled meeting on Tuesday, March 16, 2004 at the Village Hall.  The Meeting was called to order at 7:00 PM with the following members present:

 

PRESENT:                   Jim McCoy

                                    Herta Holly

                                    Al Davis

                                    Greg Ullman

 

ALSO PRESENT:        Tom Benton, Village Manager

                                    Barbara Estep, Village Clerk

                                    Richard Sarafan, Village Attorney

 

ABSENT:                     Ed Quinton

 

CONSIDERATIONS

 

1)                  VILLAGE CLERK                                                                   Barbara A. Estep

 

A)    APPROVAL OF THE MARCH 2, 2004 REGULAR COUNCIL MEETING MINUTES.

 

Ms. Holly moved to approve the March 2, 2004 Meeting Minutes as submitted.  Mr. Ullman seconded the motion and the vote was unanimous in favor.

 

B)  AN ORDINANCE OF THE MIAMI SHORES VILLAGE COUNCIL, AUTHORIZING

     TRANSMITTAL OF PROPOSED AMENDMENTS TO THE “MIAMI SHORES

     VILLAGE  COMPREHENSIVE PLAN”, FUTURE LAND USE ELEMENT, TO THE

     STATE DEPARTMENT OF COMMUNITY AFFAIRS PURSUANT TO STATE

     STATUTES.       (First Reading) 

 

The Clerk read the caption of the proposed Ordinance and provided background information regarding the requirement to amend the Comprehensive Plan to add language relating to school location/school collocation to the Plan.  Mr. Davis moved to approve the ordinance on first reading.  Ms. Holly seconded the motion and the vote was unanimous in favor.

 

C)     DISCUSSION AND POSSIBLE ACTION REGARDING GRANTING THE VILLAGE    

      CAFÉ, 9540 N.E. SECOND AVENUE, A SPECIAL CONDITIONAL USE PERMIT

      TO SELL BEER AND WINE AT THE RESTAURANT. 

 

Ms. Estep stated that the applicant has complied with the regulations set forth in the Code of Ordinances, completed the application paperwork and submitted the appropriate fee.  Mr. Davis moved to grant the Special Conditional Use Permit to the Village Café to sell beer and wine.  Ms. Holly seconded the motion and the vote was unanimous in favor of the motion.

The March 16, 2004 Regular Council Meeting was adjourned at 7:08 PM.

 

CONVENE COUNCIL WORKSHOP

 

The Miami Shores Village Council convened a workshop meeting at 7:10 PM on Tuesday, March 16, 2004.  In attendance were Mayor Jim McCoy, Vice Mayor Herta Holly, and Councilmen Al Davis, Ed Quinton and Greg Ullman.  Also in attendance were the Village Manager, Tom Benton, Village Clerk, Barbara Estep, Village Attorney, Richard Sarafan, and the Village’s Finance Director, Mark Malatak. 

 

Council Members discussed their views on the figures provided to them from the Staff regarding the proposed annexation areas.  General discussion amongst the Council centered around the rational of annexing the two areas, the pros and cons of annexation, the projected revenues and expenses, and the various conditions of the properties in question.  

 

Based on the workshop discussions, the Administration will continue to research the feasibility of annexing two areas of Unincorporated Miami-Dade County.

 

The Council Workshop adjourned at 8:40 PM.
